Hongkong, 28th. January, 1897.

Acting on behalf of Mr. Kopsch, Postal Secretary of the Inspector General of Chinese Customs and in charge of the Imperial Past Office, I yesterday in company with my colleague Mr. H. X. Hillier discussed with you the matter of the Imperial Mails to, and passing through Hongkong. The under- standing which we arrived at in conversation is I think sufficient- ly accurately represented in the accompanying Memorandun.. I am prepared subject to the approval of my superiors in this connec- tion, to follow its provisiona as binding on the side of the Imperial Post Office from the lat. February, 1897. I shall be pleased to hear that the Governsent of the Colony, and your Department accept and will act upon it.

Though it must be open to alteration as regards details for the tins being on the Imperial Post Office side for I am only acting on brief telegraphic instructions issued to make the most of the short time available I have every reason to expect sanction and approval of its terms, as ny action taken is under instruction approving its general principle.
